Child Safety & Justice Initiative
The Child Safety and Justice Initiative is a program of Children’s Advocacy Center of Collin County that engages corporate leaders to strengthen the systems that protect children, deliver justice, and support recovery for victims of abuse and exploitation.
As demand and complexity outpace traditional funding, sustained corporate investment provides the capital, expertise, and leadership required to build the infrastructure this community will need.
The problem is growing faster than the system
Collin County is adding approximately 47,000 new residents annually. The current child population of roughly 280,000 is projected to reach 370,000 by 2029. When the county experienced a comparable growth surge in the early 2000s, confirmed abuse cases grew at nearly twice the rate of the child population.
Last year, the Center provided over 32,000 services to over 4,500 clients. The trajectory is clear. The capacity to respond cannot keep pace.

Child abuse no longer looks the way it once did
New technology and organized networks are changing how predators operate. Today’s cases involve online grooming, AI-generated imagery, sextortion, and digital enticement. Each increases case complexity and drives demand for digital forensics, secure evidence storage, and specialized training. These are not episodic needs. They require sustained infrastructure.
How the Center responds
Children’s Advocacy Center of Collin County coordinates the full response when a child is abused, bringing law enforcement, prosecutors, medical professionals, therapists, and victim advocates together under one roof. Children are not passed from agency to agency. Investigations are stronger. Prosecutions are more successful. Families receive support faster.
As the county grows, that system must grow with it.
What corporate investment funds
People. Recruiting and retaining specialists in forensic interviewing, trauma-informed therapy, and victim advocacy.
Tools. Digital forensic technology, secure case management systems, and digital evidence storage systems.
Prevention. Education for caregivers, schools, and businesses on child safety and emerging risks.
Corporate partners ensure that when a child in this community experiences abuse, the professionals, technology, and systems needed to protect, heal, and deliver justice are fully resourced and ready.
Twenty-five years ago, I founded Alliance Systems — today UNICOM Engineering, a Plano-based company with hundreds of millions in revenue and a workforce rooted in Collin County. We joined Children’s Advocacy Center of Collin County as a corporate partner, and I joined the board. What I didn’t expect was how profoundly it would change me. Every dollar committed translated directly into a child protected, a family steadied, and justice delivered. The people I’ve met through this work are among the most remarkable of my career. Being engaged here is the most rewarding and impactful thing I’ve done in forty years of business. That’s why I founded the Child Safety and Justice Initiative — to bring other companies into a mission that builds something lasting for this community
